I want to use this for aprs in the usa (144.390 mhz tx & rx) can this be done at the factory? how to contact them?

Thanks for your concern on our product. We can tune the frequency to meet your requirement. Contact us by Amazon message as Amazon will remove any email address here. You can search "Fumei VHF 136-174MHz 30W Duplexer for Radio Repeater with N/M/BNC/SMA connectors" or B07HKDJ2RS from Amazon, then you place an order on it, and tell us your desired frequency.

Can this be setup for cross band repeating (tx uhf, rx vhf)?

No. This is specific to VHF and would not do UHF frequencies.

Do you have a model that can handle up to 65w?

First, I must ask if it is for amateur radio use? For 2 meter repeaters, the Fumei duplexer WILL NOT WORK as it requires at least 3 Mhz between frequencies. The 2 meter repeaters are only 600 khz.

We are using hand-held walkies at a specific vhf frequency for tx and rx. how would the repeater have to be tuned, and and the hand-helds programmed?

This must first be answered from the "legal" FCC side of the house. Are you talking amateur radio or commercial? For amateur radio, the spacing between tx and rx is 600 khz, for commercial it is, usually, 5 Mhz. For commercial repeaters, you must have your license coordinated (the FCC will not approve it otherwise). Also, if it is amateur, keep in mind that the Fumei duplexer must have at least 3 MHz difference between the transmitter and receiver. This duplexer WILL NOT work for 2 meter amateur use.
