Q: Are these in 10ths of a foot in addition to 10ths of an inch? Can you confirm the first inch is an actual inch?

Thank you for the answers. They were very helpful and this ruler is exactly what I'm looking for. This can be very confusing, because some tools are in 10ths of a foot. I'm building a 71 GM truck, and the assembly instructions are in inches and 10ths of an inch. SHAME we didn't acquire the metric system to begin with. Metric is more accurate, and all the confusion and variances in U.S. measures could have been avoided.
