The microphone turns off when I restart my computer, and the only way to turn it back on is unplugging and plugging the mic back in. How to fix?

I had some trouble with this mic because I didn't plug it directly into a computer USB -- I had it plugged in via a powered USB hub. It began behaving properly when I went directly into my Mac. That's the only weirdness I've had with it... GREAT Mic!! Hope your problem is that simple.

Does anyone have a problem with it only have Bit Depth only up to16-bit?

I use this particular microphone all of time on many different devices. It has has always performed extremely. I like this microphone so much, I have four of them.

I record podcasts via video call with guests,will I hear only my voice or my guests voice too?

Yes you will be able to hear your voice and your guests voice. It is a very effective all in one microphone for video calls. I mainly use it on Zoom calls and Google Meets.
