Is there anything not wrapped in plastic?

Every small package was wrapped in plastic. They were fresh and crisp- very tasty. I highly recommend keeping these on hand - during our Texas Winter Power Failure they were the perfect food - no cooking- no refrigeration- very very fresh and good

Is this just a bunch of leftovers that the manufacturer is dumping in an amazon or is it a real 45 count product?

It's real, and it's actually a wonderful deal ($0.20/oz) versus all the other Keebler crackers on Amazon ($0.50 - $0.65/oz).
