I examined the box it came in and the file, including it's case. There is absolutely no country of manufacture listed.

I have very soft fragile nails, is the file gentle enough to handle such nails?

I think this file can handle all types of nails. Just don't overdue the pressure and amount of filing you do on your nails. This makes my nails so smooth!

Does this file work on solar nails or artificial nails?

Yes. It is a glass file with no grit and will not degenerate with use. There will be no build up of acrylic. Just dust it off. I have two of these because my personal one just kept disappearing in my husband's office. He also loves it. Cannot go wrong with this purchase
