Is the inside back compartment hook and loop?

the reverse side of the mesh back panel (the side close to the body) is lined with loop. The other side is nylon lined with an unflapped pocket that has a 1”x1” square hook and loop closure.

Would a Steam Deck fit inside of this bag?

Yes it should fit in the main compartment.

How do i attach to molle tactical backpack?

There’s no really elegant way to do it. The back of the Bandoleer is air mesh with no attachment points. You’d have to rig it up using paracord or ties through the loops at the top and bottom of the Bandoleer.
