Does the 17 x 22 size portfolio hold this size paper or is the outer dimensions of the portfolio case? Thank you

It's the outer dimensions. I just measured mine last night. In fact, it comes in at about 16 5/8 x 22.

The description says it comes with a 2" expandable gusset. One of the reviews said it doesn't expand - it's just a giant envelope. Is it expandable?

Multiple siingle papers can be put inside the folder, but I would say it could expand to accommodate only a few.
