Depends, but mostly a few seconds. Oversaturation of the powder or having a large amount of it will cause more time to be needed, and it is advisable to build the product up if it is a large repair, roughly sanding between applications as you go to ensure bonds are good.

Can this be used to repair a broken spoiler?

It depends on what material the spoiler is made out of. For example some are made from AbS,Urethane or fiberglass so it will. It will work on all the hard/rigid plastics and will be just as strong (if not stronger) once repaired. If it is a more flexible plastic like polyethylene you would need to use Plastex 3000 instead.

Will this work on a play set slide

I'm sure it will works on most plastic. I use it on my motorcycle fairings

Will this work on a crack in plastic on a RV?

I have used it quite successfully to repair the plastic bumper cover on a car. Filled in a missing piece the size of a softball, remolded mounting tabs, and filled in cracks. Pretty sure it will work on an RV. Also used it to do major repairs on my motorcycle cycle bags.
