Can these be used on area rugs to keep them in place

Giving the height of these, I wouldnt recommend as it would lift the area rug from the floor making it easier to trip over.

Where are they manufactured?

Probably China. They work well.

Any recommendations for tubulars 3&1/2 inches for hard surfaces?

I didn’t use the tubulars. But this pack of non stick pads came in super handy. I’ve used them on ottomans so they wouldn’t slide on laminate wood flooring. And on a sleeper sofa that kept moving when we sat on it. Fixed the problem.
