All Parker pens come with blue ink only. Why!? Black seems standard to me.

They do sell them with black ink tho. I haven't found a black (or white) Original Jotter ballpoint that comes with black ink though, only the other original colors (and other series) which is annoying. A lot of people (including me) immediately switch out the the Parker ink with a different brand anyway (I use Schmidt P900's)

How much is the black Parker hotter luxury with the gold top

Assuming you're talking about the Premium Bond Street Edition Jotter they're between $25 and $40 depending where you buy it from. US Amazon doesn't have them anymore (afaik) and I think the Gold and Black isn't currently made anymore but is still available at several places
