after applying this, do I need to sand before painting or have this adhesive??

You can paint over within 24 hours, any longer you need to scuff with atleast a scothbrite or 240-320 for primer 400-600 grit for top coat.

Can i use transtar urethane reducer to use this as a sealer

Follow the prjnted instructions for prjmer and sealer. 1:1 as primer and 1:1:1/2 as sealer.

bare metal (car) have scratches will this fill scratches? if not what product do you recommend to fil scratches?

To fill pits and scratch I use : Bondo glazing spot putty

can be use on primer (urethane) all ready apply ? to make sure no rust

I don’t know about that but it’s supposed to go on direct to metal so it doesn’t rust and polyester filler primer on top after .
