I’m confused...what is the difference between “diaper refills” and “diapers”???

Do these diapers fit on a 17 inch doll?

This is what I found on google: They fit Baby Alive! 8" dolls up to 18" dolls! When laid flat, they are 7 3/4” long and 3 1/2” wide at smallest point.

Do these fit all the baby alive dolls? I can’t recall which baby alive my daughter got but the one diaper it came with is not enough.

I had to ask my 7 yeay old granddaughter. She got one " as a Christmas gift ". She has a package of the ones you showed and they fit her doll.

Do the diapers fit on some baby dolls that do not pee or poo after feeding?

Yes they do. My daughter has the baby alive luv and snuggle doll and they fit perfect with her. Also with her other baby dolls aswell.
