is this bag 17 x 5.3 x 13? is it durable? what is the lining made from?

The bag I received was about 13" X 13" X 5.5" if to measure it like a box. So the base of the bag is about 13" X 5.5". If the base is collapsed, the bag measures about 15.5" in L (top opening, and a bit wider towards the bottom) and about 15.5" in H ...and 0" in W, which defeats the purpose of the side pockets. The lining seems to be a thinner type of nylon or polyester. There was no tag with the info on the fabric content; my bag had a little tag inside with a number 3 on it.

Does it have the sleeve in the back to fit over the handle of a rolling bag?

There is no sleeve in the back. However the handles on the bag are sturdy and would fit over the handle of a rolling bag.
