Do they weigh the actual weight? (1/4 lb plates weigh 1/4 lb, 1/2's weigh 1/2, etc.)

Practically speaking, yes. I weighed mine using my kitchen scale. Every plate weighed exactly what it should (4 oz for 1/4 lbs, 8 oz for 1/2, etc). My scale reads to 1/10 accuracy. So, if they are off at all, it's no more than two decimal places or 1/100 - 4/100 degree of accuracy. Or .01 - .04 . Well within acceptable limits.

Does anybody make these with 1" holes to fit dumbbells?

You may want to look into microgainz dumbbell fractional weight plates as they clip onto the handle or the rogue add on change plate set.
