Is this safe for mini kegs?

NO. In the 4th bulletin point about this item it reads, "Note: CO2 gas is ‘not’ food grade." There are more impurities allowed in Industrial grade C02 like this and those impurities can literally kill you. The impurities include ammonia, benzene, oxygen, carbon monoxide, and others. Three of those four can cause permanent lung damage, unconsciousness or in too much volume, death. Pay a few dollars more and find food grade cartridges.

Will they fit the fluval co2 kit?

The threads. Are the same size as a smaller CO2 cartridges. They work just fine in my Kit. It's nice to have the extra. Volume for mountain bike tires.
