Does this come with any loot cards?

It may - there were loot cards in Drums of War Set - they were randomly inserted into the PvP starters. Loot Distribution: [Party G.R.E.N.A.D.E.] 1/11 booster packs [The Flag of Ownership] 1/132 booster packs [Big Battle Bear] 1/264 booster packs

Are the starter decks random classes?

Thanks for contacting Upper Deck. We were the manufacturers for this product way back in the day. Over 10 years ago! We don't have anyone available who could still answer this question, so I would suggest you defer to the seller of this product who has it in-hand. Best of luck to you.

Would this set give me all I need for myself and another player to begin the game and does it include instructions? Much replay value?

Yes, it contains everything to start playing with a friend. After a couple of games you start feeeling you need to buy more cards.
