Yes it does! You can also buy this with an extra pair of mallets, just in case you lose one!

Can the stand be setup for table top height? (i.e. short stand to set on a table to play)

The stand is in sectioned pieces.... You could leave the lower sections off and put the feet on under the top brace to make it shorter... You would need that top brace to make it stable... It is about table height fully assembled..

What is the true 3o'clock to 9o'clock outer diameter of this pan?

The pan itself is 15 3/4 " but the legs that hold the pan is 18"

I want one without the little plastic feet at the bottom. Does the silver colored one come with the black pvc stand as shown in picture?

The blue one comes w/ the plastic feet looking stand.
