I don't know, I gave it as a gift to an average sized person. Since the waistband is adjustable I would imaging it would work.

Can hold an IPhone 13 pro? Easy to pull out.?

I have a Samsung 21 galaxy in a military grade water proof case when I first received it the fanny pack it was a tight fit but it has since broken in and is a bit easier to retrieve my phone out of it. I don't see you have any fit problems even with a case as long as it's not a water proof military grade peace .p.s I was not happy with the buckles at first turns out they clamp closed well and i haven't had a issue with them disconnecting .

Is it machine washable? I have a top loading washer. Loose materials get stuck in the middle spinner.

Sounds like you can wash it in the machine if you don't mind it getting stuck in the middle spinner. Or you can wash it in a lingerie-bag type of sack to keep the straps from getting tangled in the spinner. In my experience, this fanny pack is pretty durable, though one seam opened up after months of being packed too full.
