Do these pens have a way to buy refills?

These are disposable pens so not refillable.

I want to use these pens to make labels for my quilts. is this ink non bleeding if i wash the quilt? or will i have black smudges all over my quilt?

I don't imagine you would have any trouble. Maybe try to put a label on an old rag and see how it does in the wash. I use these for watercolor paintings and use quite a bit of water on them and they always stay put for me.

How are these compared to the regular pigma BR pens?

I assume by "BR" you mean brush. I don't know how it compares to some of the other sakura pigma brush pens, but I do have a pentel pocket brush pen and a Kuretake brush pen. These pigma pens are like a hybrid of felt and brush. It has a brush tip, but it's as if the tip is felt-like as opposed to more of a paintbrush pen. My Pentel pocket brush and Kuretake brush have more of a paintbrush-like tip. I bought these pigma pens on a whim. I really like them, but they are a little different. They mimic a brush pen, but a little tighter. They have what looks like a felt-tip head in the shape of a brush head so it creates a tighter, brush stroke. Hope that makes some sense.
