Q: Does the paint really chip off so easily?

Hi to answer your question these are good quality items not cheaply made. My son uses his items on a daily basis I have noticed no paint chipping.

Q: Do the fridge food items have barcodes on them for pretend scanning?

No they do not but my great grandchildren pretend they are scanning the barcode. The play cash register has a hand held scanner.
