This Starrett level is made in the United States.

Does the level come in the standard red Starett cardboard box?

I don't know that it is the standard box. It is cardboard and relatively well made. The lid slips entirely over the lower part of the box. The lid is colored red and says Starett a lot.

Does this level come with certs from starret?

Depends on what you mean by "certs". There is a card that says "A bubble movement of 1 division (1/10") on main vial indicates an elevation of .005" per foot." The accuracy of this number is not specified - could be .004" or .006", no way to know. However, it is definitely very sensitive - more than is useful for most purposes. There is a screw to adjust the vial so that it is level - turn the assembly around on a flat and "level" surface, and the indication should be the same in both directions, or adjust the screw so that it is the same, and then it will be accurately reading the tilt of the surface.

can i get a replacement bubble cylinder for the primary bubble

There are 2 options that we have for replacing the bubble cylinder's. 1 option is replacing the vial w/ solution only but you must know how to install it properly or option 2 would be to purchase the tube and plug vial that is already set properly inside the silver casing.
