Can you self administer these to your lower back and back in general or do you need two hands to apply it?

Can apply all but the largest cups yourself to lower back. Need considerable force to apply the large cups, and therefore will need the help of another person.

Can these be moved around once on the skin?

I have often used these with massage oil to help with sports-related aches and pains. If you use a lubricant such as oil or lotion, they are able to move around while also maintaining a strong suction.
