Can it be installed upside down?

The actual stand can be mounted upside down if properly affixed, that shouldn't be an issue. If you're asking about the arms, they can be installed upside down as well, that's what I had to do with the laptop arm, however it makes accessing the attachment and adjustment screws a bit awkward.

The laptop holding tray has sides that don't extend that large. It would be possible if you physically modified your keyboard to have a vesa mount underneath, but I wouldn't recommend it. You wouldn't want to put the weight of someone pressing down on it.

Does it fit 29 inch ultra wide monitor and a 15 inch laptop?

I have it with a 24" 1080p monitor with a 16" MacBook Pro with no issues. Unless that 29" is very heavy, I think it would work.
