Question 1

If i buy the 32gb (2-16's) leave the original 8gb in (total 48gb) in imac 2019, it will work, correct? does it matter what slots the new ram is in?

With duel channel memory everything as to be symmetrical, memory slot 1 & 3, 2 & 4 needs to be the same. However the memory types, speeds etc need to be the same across all 4 slots.

I took my 8gb out and replace with 4 16gb memory sticks, I have a total of 64gb all the same and I've had zero issues, you can never have enough ram so it was cheap and the results are perfect.
A work colleague did what you want to, stuck a 16gb stick in slot 1 & 3 and the original 4gb sticks in 3 & 4. he ended up having issues were the iMac 2019 would crash. To be fair, he reached out to the company and they did replace his ram, so far so good but they have only just been replaced.

Personally I would buy 4 sticks all the same if budget allows and keep the 8gb as back up if you ever have to send it in for repairs or sell them to another 8gb user.

This shows pc4-21300 apple says to use pc4-21333. is this the right speed for a 2019 imac. why the difference?

Yes installed this in my new mac mini. i now own a brick. what are my options - it will not boot up. what are my options?

Try reseating the ram once more. If no go, I would try using one stick, if it doesn’t boot use the other single stick. If you can get it to boot with either one but not both you know that a module is bad and contact them for return/replacement. If you put back the original it should boot as well. Make sure you follow a guide and use safe practices like anti static wrist bands when working in the minI. If still no boot with original ram, contact apple but don’t say you swapped the ram out ^.-
