I don’t see , nor did I receive two flat tools.

Could you use these on a buttercream frosted cake to emboss?

I don't think these would be the best letter cutouts to emboss with, even with crusted buttercream. The plunger on each letter would obscure your sightline for precise placement. They are fantastic for fondant and gum paste, but I'd go with a traditional alphabet cutter for embossing.

What size are these in inches?

The size of the Number mold is 1.02inches（diameter）and 1.34inches (height) The size of the Lowcase letter mold is 1.14inches（diameter）and 1.26inches (height) The size of the uppercase letter mold is 1.26inches（diameter）and 1.34inches (height)

Are these small enough to be used on cake pops

Maybe if you were just going to do a single letter... otherwise I’d say they are too big. It may show their dimensions in the description, but I’d say they are probably about 1x1 inch
