Do these have a swim liner inside? Local park requires them

The skirted swimming pants are not lined. They are true to size. I ordered them one size up, and I had to mend them.

Is the fabric thick or thin?

thin, but UV protection, UPF 50+ fabric

So far mine have not stretched out of shape. They dry and go back to normal fit. I was so happy with my green pair that I bought the blue.
