does hair have to be wet before using?

I've used it both ways, depending on the weather frizz factor. It is the best product I've ever used. Hair is silky and shiny never oily or wet looking.

I have very thin, color-treated, short hair. Will this weigh it down or make it look greasy?

Different types of hair might react differently, I suppose. My hair is fine as well. In my case, this product does not weigh it down, nor does my hair look greasy. I would suggest that you write to DHC for a sample first before you spend your money on a whole bottle.
