Is the cushion adhesive? I just bought one but it is not adhesive and I cannot make the cushion stay on my headset

No adhesive needed. Resist the temptation to return it or use super glue. There are tiny "hooks" around the inter rim of the Bose ear cups. Your replacement cushions should/will snap beneath these hooks, and firmly attached.
