How many hard drives can i plug in?

As of January 2020, this PSU ships with these cables:

1 - 24/20 PSU mobo connector
1 - 8/4 PSU mobo connector
3 - 8/6 PCI-e connectors with 2 connectors per cable
1 - SATA cable with 4 straight connectors
1 - SATA cable with 4 right angle connectors
1 - SATA cable with 2 straight connectors
1 molex cable with 3 connectors
1 molex with 2 connectors
1 molex to SATA cable with 2 connectors
1 molex to SATA 3.3 adapter

Bottom line: one can connect however many peripherals as the supplied cables will provide, limited only by the number of mobo connectors. So, for example, if the mobo has 8 SATA connectors, one can connect 8 SATA devices be they HDD, ODD, or any other SATA peripheral. If one has devices with molex connectors, one can connect 5 such devices directly.

Is this PSU fully modular or just partial? Which cables are able to be unplugged?

I just bought this 08/04/2019 from newegg because it was on sale there.  The one I received is FULLY MODULAR.
I like it, so far, so good.

Question 3

I have a 600 watt APC UPS (Back UPS Pro 1,000). Am I safe with this 550 Watt Seasonic?

The 80 plus bronze rating of the power supply describes the efficiency of the power supply. Based on this rating, the power supply will draw a maximum of 612 Watts of power from the wall when it is supplying 550 Watts to your computer.  This assumes that your computer is actually drawing 550 Watts from the power supply when the power goes out.
