Can I use Krazy glue to get them to stick to the cardboard?

Sure you can! First you glue them to the cardboard. Then fix the cardboard to the wall where you want to put them.

If I put these between drop ceiling and floor above will it help reduce sound to upstairs?

Not really. If you’re looking to reduce sound get acoustic sheet rock or mass loaded vinyl (MLV). These foams pads are good to keep sound from bouncing around.

I like to watch movies late at night if i were to buy these and put it on the tv wall will it reduce the noise from leaving the room?
