Does this machine ever get jammed? If so, how easy is it to un-jam it?

Mine has never jammed. If you try to punch too many sheets of paper at the same time it will sometimes not get all of the sheets or punch the holes incorrectly as it moves the sheets around as it struggles with the thickness, just keep it to ~20 pages when you punch the holes and you will be fine.

Will this machine handle bristle vellum paper

This Binding machine is designed to bind paper that is 8 1/2" X 11". If the vellum paper that you use is this size, you should not have a problem, but please note that extra thickness will cause you to need to punch and bind less sheets than the stated capacity. I would like to bind a standard page but on top so 8.5 inches. Is there a way to change the setting for this?

I was confused when I first read your request but it is simple. Just turn your cover pages and line them up on the narrow 8.5 side and do the same with your paper document. You should be able to turn it into a flip board document. No, there is not a specific setting. You could place a marker where you need your edge. Thanks for the option.

Will this machine cut through laminatinated pages?

Yes, the Quasar will cut through laminated sheets. Please note that this will decrease the maximum amount of pages that can be punched at once. We ask that you be careful to not overload your machine :)
