what is zirconium nitride coating does it decompose plastic? (such as gunpla model kits)

Zirconium nitride is an inert ceramic material. Its job is to make the cutting edge harder than the metal underneath would be alone, which will help keep the blade sharp for longer. The same coating is pretty common on things like drill bits. Your model parts should be safe!

does zirconium nitride coating do harm or decompose plastics? i was going to used this to cut nub marks for plastic model kits?

We use these for lots of plastic mold work at our shop and have never had a problem with any of our plastic molds.
