No. It's for using a mobile vhf or uhf antenna as a ground plane base antenna by adding radials. I use it for 140 mhz and higher, with a vhf/uhf mobile antenna. US CB, at 27 mhz, requires longer radials.

will this work for a cb antenna?

No, this kit is designed for UHF and VHF frequencies.

Can this be used for the baofeng ht? if so what connectors do i need?

I am not sure what type of connector your baofeng ht has on it although it may be SMA. You would need PL-259 on section of coax to go from SO-239 connection on antenna to the ht.
