Can it be used when one of the handset is charging in the docking station?

The radios can be left on while charging although the manufacturer recommends the radios be powered off during the initial charge. The radios can use 4 AAA alkaline batteries as well. At $14.43 from DirectedTec these radios are a great buy.

They are described to work 24 miles, they dont even work 4. I guess i should return. I need it to work in town, any suggestions?

You're probably looking for something with more output watts. This particular radio has an output rating of .5 watts. While they work well for shorter distances, you'd probably want something with 2 or 4 watts, but keep in mind that any obstructions - buildings, concrete, walls, traffic, trees, mountains, etc. will greatly reduce the distance. The Midland GXT1000VP4 is reportedly a 5-watt radio, but a pair may be spendy. Another option is the Baofeng UV-5R, which puts out 4-5 watts and are relatively inexpensive.

As of August 2017 the Charge Station Adapter input voltage is 100-240 volts
