It is metal. Looks like brushed steel. Definitely not plastic.

If it covers the water pipe do you have to take it off every time to empty the overflow?

It covers the overflow with a small gap around it to let overflowing water out of the sink. It is purely cosmetic and Just makes the sink look neater. I have never needed to remove it.

This fits really well. No issues but be careful not to bend the lugs
