Is the listed shipping weight of .13 lbs correct? Or should that read 1.3 lbs?

I don't have a small gram or pound scale. Don't worry about it. It is very light and same weight as other portable cable locks that look like it. This is a good lock. I now own 10 of them. Lock my backpack to seat legs while sleeping in airplanes. Lock luggage together or to arm chairs in hotel rooms. Yes, I always lock my luggage before I leave the room. Cable lock hanging clothes to hanging poles so maids don't steal. Plenty of uses. Use your imagination.

does this lock engage metal-to-metal? or is the receiver plastic?

It is metal onto a metal post with high density plastic latch. It is fairly solid but not a high security lock.

I'm wanting to use this to lock my kitchen cabinets and if the cable portion of the lock can be used at a shorter length than the maximum?

Yes it can stop along the way. While its compact it's still pretty big.

Does the cable retract when the lock is locked? Or does locking it lock it at the length you set it at?

Once the cable is put in the locked position it will not retract. You can pull it out and wrap it around and the retract and take up the slack but once you insert the loose end into the lock that is it. No more adjustment. Hope that answers your question.
