Yes it is, it says here on my bottle. I haven't done any sort of lab testing or anything, but it doesn't dry my hair out at all.

Amazing curling mousse

Originally found this at Walmart. I have 3b hair and this is one of my favorite curling mousses. Only downside is that the cap broke 2 uses in. I’ll still use it till it runs out though

This is a good product but check item before shipping.

The item was sent in a plastic bag and the top was missing. Since I couldn't return I kept the spray. This mousse is good for curly hair. But seller should be aware that it was sent out with out a cap.
