Could this product be used to cover black mastic in home (and thus act as a re-surfaced floor that would then be painted and carpeted)?

While ABC could be used in this situation (to cover residual mastic/glue remaining after removal of a flooring material, e.g., carpet, 9”x9” tiles), it isn’t ideal.  ABC has a very high content of film-forming resin, but the consistency is akin to skim milk.  So in this application the ABC is difficult to build up high enough to cover peaks of the residual mastic, and it also tends to pool in low spots rather than build up where you put it.  The best product for this situation is Fiberlock’s Serpimastic Sprayable, but it isn’t currently available on Amazon.  However, the Fiberlock Lag-Kote II is on Amazon, and is a really good second choice.  More like 1 and 1a:  Lag-Kote II has a consistency between a paint and a spreadable paste.  Ideally, one could vacuum the dry floor with a HEPA filtered machine, and then squeegee the Lag-Kote II until the high points of residual mastic are covered, and the coating has a chance to self-level – it is thick so think slower leveling than paint, but it will get there.  Give a substantial time to dry/cure (contact Tech Service on that because site circumstances make every project unique), and then a new flooring surface can be installed.  Ask the flooring product manufacturer if there are questions about installing atop an encapsulant.  Make sure the Lag-Kote II or any encapsulant are topcoated with some kind of protective flooring.  Lag-Kote II isn’t hard enough to be a walkable surface other than the light traffic involved with putting the new flooring over it.

Why not. It can be used on anything you can paint. It coats and encapsulates anything you paint with a semi flexible hard plastic
