It fits into the saddle but not perfectly. You should fill the bag at 80% to make sure it fits.

Will it fit 2006 Electra ultra classic hard bags?

I have a 2012 Electra Ultrs and it fits perfectly. I originally had a Road King when I purchased this and it fit that just as good. I would say it would fit in any of Harley's saddle bags.

will these fit in a 2009 yamaha 950 tourer?

I'm not sure what bags on that look like but if they are anything like the ones on a Harley it should fit. I guess it all depends on how full you pack them. They do hold a lot.
