When should it be used dry and when wet? with oil or water?

This high grit sandpaper is typically used to get that mirror shine on a car or motorcycle paint job. I do the same thing with computer cases. But it can be used on pretty much any metal surface that needs a mirror finish. To that end, this may be used wet or dry on metal surfaces. But wetsanding is used to acheive that showroom quality finish.To obtain that kind of shine, I start with 1000 grit and work my way up to 2500. I will soak the sandpaper for a couple of minutes in warm water with a couple of drops of dish soap. And I will also wet down the surface as well, the key to wetsanding without removing paint is keeping the work piece wet. I use a spray bottle to keep the panel I'm working on very wet. After wetsanding we follow up with a rubbing compound, a finishing compound, and a fine polish. This can be maintained with a wax cleaner and carnuba wax.

Will this sandpaper take micro scratches out of a guitar finish?

No. It will bring the area around the scratches down to the deepest part of the scratch, given that you are sanding until you don't see the scratches.

Can you use this to polish scratched sterling silver surfaces to a shine? Thanks.

This would be part of the process to polish metal. You will want some finer grit 2000 and maybe 3000 also, followed by some metal polish.
