Would it be small enough for a 3 in. Diameter?

The raised area is 3.5 inches, so won't function for you. Usable rim diameters are 3.75 to 5.75.

Do you need to buy 2? one for the salt and another for lemon juice?

I didn’t but that would be a good idea! I just used the piece of lime

What size is the raised center or what’s the small size glass that will fit on rímeme?

Martini Glasses, fit perfectly. You can use any glass to coat sugar using rim to go around!

Is this suitable for a 4 &3/4” glass?

Yes, I have big glasses. It's the only one I found that works with them.
