Will these work for cycling in the winter in Chicago for long periods of time?

I used these gloves during Chicago's last winter and they did not work at all (as far as keeping my hands warm). My hands went numb and began to hurt within 5-10 mins. They only work for temperatures around 40°F

I need gloves for hiking or biking, are these gloves wind and water resistant?

Yes they are, but they are not for 20, 25 degree weather. I found that our here in New York, while the temp was in the upper 30's & 40's the Gloves were great, but when that New York Winter started to remind all of us it gets cold in the city the Gloves failed in the teens & The 20's. I hope your hiking in the warmer weather states.

Looking for gloves that are like warm lined spandex for your hands that are all around waterproof.will these work?

Saying they are water resistant is a stretch and they are most definitely not waterproof. The touch screen fingertips have zero water resistantance. Placing the glove in water for even a couple seconds and the water soaks through the rest of the glove.
