Are they rust resistant?

Mine arrived with rust on some of them or atleast what appears to be rust.

Can you dab legal concentrates with these?

Don't use these to dab they are not stainless steel. You only want to dab off of stainless steel instraments as they do not leach out harmful substances like other metals when heated to the temp used for dabbing.

odd question, but can u pick locks with these?

I would say no. The size and shape are not conducive to manipulating the tumblers of a lock. I believe they sell lock pick sets online if you are looking for one. If you wanting to use them as a prop for a performance or cosplay, then I think they would work fine if you are already planning on purchasing them. Best of luck!

Could these be used to carve in plaster? Are the tools hard and stiff or would they bend if dragged across that type of surface?

You could probably use them to carve Plaster of Paris, however, it would be slow going. You'd probably be better served using a Foredom or Dremel tool with a burr to carve plaster. These tools were intended (and usually used) for carving wax models when casting dental crowns and appliances...They are stiff, but not completely inflexible (and it depends upo the specific tool). They are not stiff like wood carving chisels or gouges.
