My item came with an addition of a tiny jar of gooey black ink looking something. What is it?

It's ink paste. Lquid ink is not easy to take along with especially by plane. But ink paste is ok to take by plane. Just adding water to mix with ink paste, you'll get liquid ink then. You can control ink thickness by yourself. Thickness depends on how much water you add.

Can this be used in a fountain pen? Thanks

The short answer is no. Most sumi ink will clog up fountain pens although there are a few specialty pens and some special sumi inks that are being manufactured nowadays (personally I keep my inks separate) best bet for your fountain pen's health is not to use sumi ink. This ink is great for quill pens, dip pens and of course brush painting.

Does this ink contain Shellac? I am looking for one that does?

Yes. Chinese traditional ink includes some different kinds of glue to keep and lock in ink. White Shellac is one of them.
