Is this fabric soft or is it like feed sack?

Mine was soft. It may have had some sizing from processing, but minimal. I pre-wash all fabrics & it was incredibly soft after washing & drying.

Are they hemmed and ready to use as dish drying towels?

No. They are just cut fat quarters. They are not hemmed.

Picture is deceiving

Fabric was beautiful, but the picture looks like you are getting a lot of fabric. Not the case, very small amount, especially for the price. Read description carefully, but do not recommend.
