how puffy is it without a petticoat or hoop skirt underneath?

It comes with it's own hoop skirt, you wouldn't need to buy those separately. It isn't very puffy at all without it

Does the dress close with a zipper in the back? Or Velcro? Or is it just like a pull over situation?

It has 3 pieces of Velcro in the back Hope it helps !!!

Can I take out some of the puff?

Im not sure! It might be ugly without it If you are going to do that take it to someone that knows how to do it so you dont mess up the dress
