It was the lights with a thin sheet of bubble wrap on them and then put in a small box. Luckily the lights were not damaged. Overall these seem to be well built. Installation isn't bad as long as you are fairly mechanical and have some understanding of how things like this work because I didn't receive any instructions with my order but that was no big deal for me. I did pull the seal off of the lights and put silicone around them as well as around all of the screw holes and the wire holes. Wired them into my parking lights so I don't have another switch on my dash.
