The longer the hair and the darker the coat, the more you need to pull the hair back for treatment. The reason is that hair and especially dark hair will absorb the photons. The way to do it is to use your other hand or a hand with a comb to pull the hair back so you reveal some skin. When light enters your dog's skin it will spread so the area treated is actually larger than the spot treated. So, it will work but you need to do SPOTS instead of large areas. Also, you might want to treat each SPOT for about 10 seconds and then move to another spot for 10 seconds to avoid your dog feeling heat as the hair really absorbs the photons.
