A: My dog weighed 9lbs and I got him the xs and it fit pretty well, I would think that a medium would be correct for 21 lbs, I would be worried about the legs if he has short legs and the costume fit except for the legs

A: The UPS costume was purchased for our Dalmation.  His measurements are slightly more then your dogs. He is 64 lbs, I got the large,
It gapes slightly in the back, but the legs and neck are workable.  We purchased several different costumes for both of our dogs, and sizing differs,
between costumes. If your dog is about the same height and weight as a dalmation I think you'll be good with a large. This costume is too cute.

Bought this for my pet they didn't hVe the size I need so had to get a bigger size which I didn't mind, I had to make lots of sewing adjustments for it to fit my pug, the box is cardboard and rips easy, the chest area to hold the box is to big, was confusing when putting on my pet as it seemed to have 2 head holes and no instructions so just be careful on that.
