It is the seal of the Sultans of the Ottoman empire. Each Sultan had his own seal, which in Ottoman language would say something like “In the name of Sultan Ahmet….” and is in the shape commonly used for a “Bismillah” in Arabic.   In modern times, the Tughra is still used as an artistic symbol.
